RAILWAY schemes in Manchuria.
St. Petersburgh, December 27, 1909.
In a conversation which I had yesterday with M. Isvolsky, his Excellency expressed some doubt as to whether Great Britain was not debarred from participating in the Chinchow-Aigun Railway scheme by the terms of the notes exchanged in April 1899 between Sir C. Scott and Count Muravieff. M. Isvolsky only made a passing allusion to this point, but it is possible that if he forms the opinion that any argument can be based upon it he may bring it forward.
